PROGRESSIVE WAGE MODEL TRAINING

Progressive Wage Model - Food Services Sector

The Progressive Wage Model (PWM) for food services workers was developed by the tripartite Cluster for Food Services Industry (TCF). From 1 March 2023, employers must meet the PWM requirements in order to renew existing work passes or apply for new work passes.

The PWM requirements cover

Singapore citizens and permanent residents

who are:

1) Full-time or part-time food services employees on a contract of service, working in a premise that has a Singapore Food Agency (SFA) Food Retail or Food Processing (Central Kitchen) licence , and

2) Employed by firms which hire foreign workers on mainstream work passes (i.e. Work Permit, S Pass, Employment Pass), regardless of whether the firm is classified under the Food and Beverage Service Activities Singapore Standard Industrial Classification (SSIC) or another SSIC.

The food services PWM will cover the following food services job roles in two categories of establishments:

Category A

Quick-Service (QS) food establishments, including fast-food outlets, food courts, food kiosks, and eating houses where customers self-collect food or drink orders from food service counters Supermarkets with ready-to-eat food stations

Job roles:

Food/drink stall assistant; Food service counter attendant; Kitchen assistant; Cook; Senior Cook

Category B

Full-Service (FS) food establishments with waiters or banquet servers and are not under Category A Caterers Central kitchens

Job roles:

Kitchen assistant; Cook; Senior Cook, Waiter, Waiter supervisor, Manager

Progressive Wage Mark

The Progressive Wage (PW) Mark accreditation recognises firms that pay progressive wages to lower-wage workers. It enables consumers and corporate buyers to easily identify and support such firms.

Why get PW Mark

1) Your firm can benefit from greater visibility and support from your consumers.

2) Your firm will also fulfil the new government procurement requirement, where firms are required to be accredited with the PW Mark for the contract period.

This applies to firms that are: eligible for the PW Mark, & awarded Government contracts for tenders called from 1 March 2023.

The requirement also applies to subcontractors supporting the contract.

PW Mark requirement will be extended to Government quotations from 1 March 2024.

Training Requirements

Employers must ensure that their Singapore citizen and PR food services workers meet the food services PWM training requirements of attaining at least 2 Workforce Skills Qualification (WSQ) Statement of Attainment, out of the list of approved WSQ training modules.

Employers will be given a grace period to comply with the food services PWM training requirements:

For new hires: six months from the new hire’s date of employment

For existing employees: up till 29 February 2024 (one year from the food services PWM implementation on 1 March 2023)

Courses offered by Ascendo:

Food Safety & Hygiene (Level 1)

- Full Day, Refresher and AOP classes available

Mandatory for food handlers as they will learn good food hygiene practices, how to handle and store food safely, and maintain cleanliness of utensils.

Customer Service Excellence - L1

Follow guidelines to provide positive customer service to a diverse range of customers.

Course outline includes

• Types of customers and triggers in the service environment • Customer needs and expectations • Qualities and characteristics of a service professional • Importance of go-theextra-mile for service to oneself and the organisation • Methods to exceed customer expectation • Principles of effective communication • Methods to escalate areas of improvement and service challenges through proper escalation channels • Methods to project a professional image and persona

Workplace Safety and Health for Food & Beverage Operation Level 2

The objective of the programme is to ensure that all employees in the food service sector are aware of the importance of workplace safety and are able to understand and comply with workplace safety procedures and processes in restaurants and kitchens

Course outline includes:
• Define Workplace Safety and Health policies and procedures • Identify one's roles and responsibilities in workplace safety • Explain the importance of adhering to WSH policy and procedures • Identify potential hazards and risk associated within the work area • Identify non-compliances, unsafe work conditions and practices during compliance inspection within work area • Apply risk control measures at the workplace • Follow safety signs, instructions to risk control measures to maintain a safe work environment • Identify correct PPE and safety devices when operating tools and equipment at the workplace • Observe safety signs and warnings at the workplace
