PROGRESSIVE WAGE MODEL TRAINING

Progressive Wage Model - Retail Sector

The Progressive Wage Model (PWM) for retail workers was developed by the Tripartite Cluster for Retail Industry (TCR). From 1 September 2022, employers must meet the PWM requirements in order to renew existing work passes or apply for new work passes.

The PWM requirements cover Singapore citizens and permanent residents who are:

1) Full-time or part-time employees in retail job roles on a contract of service, and

2) Employed by firms which hire foreign workers, regardless of whether the firm is classified under the Retail Trade Singapore Standard Industrial Classification (SSIC) or another SSIC.

The retail PWM will cover the following retail job roles:

  • Cashier, Senior Cashier

  • Retail Assistant, Senior Retail Assistant,

  • Assistant Retail Supervisor, Retail Supervisor

  • Retail Manager

Progressive Wage Mark

The Progressive Wage (PW) Mark accreditation recognises firms that pay progressive wages to lower-wage workers. It enables consumers and corporate buyers to easily identify and support such firms.

Why get PW Mark

1) Your firm can benefit from greater visibility and support from your consumers.

2) Your firm will also fulfil the new government procurement requirement, where firms are required to be accredited with the PW Mark for the contract period.

This applies to firms that are: eligible for the PW Mark, & awarded Government contracts for tenders called from 1 March 2023.

The requirement also applies to subcontractors supporting the contract.

PW Mark requirement will be extended to Government quotations from 1 March 2024.

Training Requirements

Employers must ensure that their Singapore citizen and PR retail workers meet the retail PWM training requirements of attaining at least 1 Workforce Skills Qualification (WSQ) Statement of Attainment, out of the list of approved WSQ training modules.

Employers will be given a grace period to comply with the retail PWM training requirements:

For new hires: six months from the new hire’s date of employment

For existing employees: up till 31 August 2023 (one year from the food services PWM implementation on 1 September 2022)
