PROGRESSIVE WAGE MODEL TRAINING

Progressive Wage Model - Security Sector

The Progressive Wage Model (PWM) for security officers was developed by the Security Tripartite Cluster (STC). The PWM is a licensing condition for security agencies under the Police Licensing and Regulatory Department (PLRD). From 1 September 2022, in-house employers are required to meet the PWM requirements for their in-house security officers.

The PWM requirements are Mandatory and cover all Singapore citizens and permanent residents
employed as security officers in licensed security agencies or in-house employers that hire foreign workers.


Employers are encouraged to adopt the PWM’s principles for their foreign security and in-house officers by upgrading their skills and implementing productivity-based wage progression pathways.

Progressive Wage Mark

The Progressive Wage (PW) Mark accreditation recognises firms that pay progressive wages to lower-wage workers. It enables consumers and corporate buyers to easily identify and support such firms.

Why get PW Mark

1) Your firm can benefit from greater visibility and support from your consumers.

2) Your firm will also fulfil the new government procurement requirement, where firms are required to be accredited with the PW Mark for the contract period.

This applies to firms that are: eligible for the PW Mark, & awarded Government contracts for tenders called from 1 March 2023.

The requirement also applies to subcontractors supporting the contract.

PW Mark requirement will be extended to Government quotations from 1 March 2024.

Training Requirements

Security agencies and in-house employers must ensure that their Singapore citizen and PR security offers meet the PWM training requirements.

Describe contemporary terrorist threats and identify person, vehicle and object-based threats.

Crowd and Traffic Control Management (Conduct Crowd and Traffic Control) TGS-2019503154

Monitor crowd behaviour, understand regulatory traffic rules, equipped with suitable equipment for crowd and traffic control duties

Guard and Patrol (Provide Guard and Patrol Services) TGS-2019503148

Guard static positions, handle telephone calls and lostand-found properties, patrol premises and make reports and hand-over duties.

Security Screening Management (Conduct Security Screening of Person and Bag) TGS-2019503155

Conduct screenings of bags and person using handheld detectors and perform a manual bag search.

Incident Response (Handle Security Incidents and Services) TGS-2019503151

Contain incidents of damage to facilities and equipment, handle fire, crime, bomb-related incidents and arrest suspects and give evidence in court.

Deterrence (Manage Disorderly Conduct and Threatening Behaviour) TGS-2019503153

Deter threatening behaviour through visible security presence, deal with disorderly/ threatening behaviour.

Deterrence (Perform Security Duties at Protected Areas and Protected Places) TGS-2019504685

Mandatory for all security officers providing guarding services at a Ministry of Home Affairs (MHA) sanctioned ‘Protected Places’ and ‘Protected Area’.

Access Control Management (Operate Basic Security Equipment) TGS-2022013413

Operate access control, alarm monitoring and CCTV monitoring equipment.
