PROGRESSIVE WAGE MODEL TRAINING

Progressive Wage Model - Security Sector

The Progressive Wage Model (PWM) for security officers was developed by the Security Tripartite Cluster (STC). The PWM is a licensing condition for security agencies under the Police Licensing and Regulatory Department (PLRD). From 1 September 2022, in-house employers are required to meet the PWM requirements for their in-house security officers.

The PWM requirements are Mandatory and cover all Singapore citizens and permanent residents
employed as security officers in licensed security agencies or in-house employers that hire foreign workers.


Employers are encouraged to adopt the PWM’s principles for their foreign security and in-house officers by upgrading their skills and implementing productivity-based wage progression pathways.

Progressive Wage Mark

The Progressive Wage (PW) Mark accreditation recognises firms that pay progressive wages to lower-wage workers. It enables consumers and corporate buyers to easily identify and support such firms.

Why get PW Mark

1) Your firm can benefit from greater visibility and support from your consumers.

2) Your firm will also fulfil the new government procurement requirement, where firms are required to be accredited with the PW Mark for the contract period.

This applies to firms that are: eligible for the PW Mark, & awarded Government contracts for tenders called from 1 March 2023.

The requirement also applies to subcontractors supporting the contract.

PW Mark requirement will be extended to Government quotations from 1 March 2024.

Training Requirements

Security agencies and in-house employers must ensure that their Singapore citizen and PR security offers meet the PWM training requirements.

Assess security status, conduct site assessment and address security deficiencies in the workplace. Address security deficiencies and submit findings and recommendations to address the risks competently

Guard and Patrol (Supervise Security Officers) TGS-2019503150

Supervise junior security officers, emergency situations and health and safety at work.

Manpower Planning (Monitor and Review Security Operations) TGS-2022014714

Prepare and deploy manpower for security operations, supervise and review security operations for continuous improvement.

Security Operation Compliance (Perform Supervisory Duties within Legal Framework) TGS-2019503149

Understand the roles and responsibilities of security personnel, comply with security services contract, legal and regulatory requirements.

• Workplace Literacy & Numeracy level: At least level 2 (listening / speaking and reading/writing)
* Applicants aged 30 years old & above [wef 1 Jul 23] with monthly income no more than $2500 may qualify for WSS.
