With effect from 1 January 2023, food handlers from both retail and non-retail food businesses would be required to pass WSQ Food Safety Course Level 1. Food handlers working in SFA-licensed food establishments must be registered with SFA.
[Update as of Jan 2023: In view of the industry feedback on requiring more time to send their food handlers for the WSQ Food Safety Course (FSC) Level 1 training, SFA has extended the date of compliance for food handler training and registration to 1 Jul 2023. From 1 Jul 2023 onwards, non-compliant non-retail food establishments may be subjected to enforcement actions. No further extensions will be given.]
A food handler is any person who handles and prepares food and beverages in food establishments licensed by Singapore Food Agency (SFA). Chefs, sous chefs, cooks, kitchen assistants, food stall assistants, and food manufacturing workers are considered food handlers as they are primarily involved in food manufacturing and preparation. Food manufacturing and preparation may involve activities such as culturing, canning, deboning, cutting, defrosting, cooking, packing of food in raw or cooked form, among others.
Managers (e.g. restaurant manager, operations manager, food manufacturing factory manager, quality assurance/control manager), captains, waiters, cashiers, dishwashers, cleaners, logistics staff, maintenance staff, technologists (e.g. food technologist, laboratory technologist, quality assurance/control technologist) and other service staff are generally not considered food handlers as they are not directly involved in food manufacturing and preparation. They will be considered as food handlers only if they are also involved in the handling and preparation of food and beverages.

From 31 December 2022 onwards, , cleaning businesses must ensure that all [100%] cleaners attain:
(i) one Workplace Safety and Health (WSH) module, AND
(ii) one Core module,
ALL cleaners regardless of nationality (Singaporean, Singapore PR, and foreigner) and employment type (full-time, part-time, casual, and temporary cleaners) are included under the training requirement except for cleaners who are employed for less than 3 months as at the date the licence application is submitted.
Cleaning businesses failing to comply with the enhanced training requirement with effect from 31 Dec 2022 are liable to a maximum financial penalty of $5,000, and their cleaning business licence may be suspended or revoked. If the cleaning business does not meet the training requirement during the licence renewal application, they would not be able to renew their licence.

Environmental Control Coordinator Course
Under the Environmental Sanitation [ES] regime implemented by NEA by Dec 2021 onwards, all preschools, schools, youth facilities, eldercare facilities, food centres, markets and coffee-shops must appoint a trained and registered Environmental Control Coordinator [ECC] to assist Premises manager with the implementation of the Environmental Sanitation Programme. Learners who complete this course will be eligible to register with the National Environmental Agency and start performing their role as an Environmental Control Coordinator
We help companies providing retail services to meet the Progressive Wage Model training requirements for workers who are Singapore citizens or permanent residents.
From 1 September 2022, Retail sector employers must meet the PWM requirements in order to renew existing work passes or apply for new work passes.
The PWM requirements cover Singapore citizens and permanent residents who are:
* Full-time or part-time employees in retail job roles on a contract of service, and
* Employed by firms which hire foreign workers, regardless of whether the firm is classified under the Retail Trade Singapore Standard Industrial Classification (SSIC) or another SSIC.
The retail PWM will cover the following retail job roles:
Cashier / Senior cashier
Retail assistant / Senior retail assistant
Assistant retail supervisor / Retail supervisor
Retail manager
Employers must ensure that their Singapore citizen and PR retail workers meet the retail PWM training requirements of attaining at least 1 Workforce Skills Qualification (WSQ) Statement of Attainment, out of the list of approved WSQ training modules.
Alternatively, if employers have in-house WSQ training modules that have the prefix “RET” in the accompanying Technical Skills & Competencies (TSC) code, these training modules can be used to meet the training requirement as well.
Employers will be given a grace period to comply with the retail PWM training requirements:
- For new hires: six months from the new hire’s date of employment.
- For existing employees: till 31 Aug 2023 (one year from retail PWM implementation on 1 Sep 2022).
For the first six months from September 2022 to February 2023, MOM will give employers time to adjust and comply with the Progressive Wage requirements.
Instead of enforcement, MOM will focus on educating employers on the various Progressive Wage requirements. Employers who do not comply with the requirements during this transitional period will not have their work pass privileges suspended.

- Preparing production schedules
- Secretarial tasks, e.g. arranging appointments, organising meetings

The in-house training programme must be guided by training objectives, training modality, key training tasks and training duration to meet the training requirements. When required, employers are expected to show supporting documentation on their in-house training programme and records of workers who attended the trainings
Employers will be given a grace period to comply with the OPW training requirements:
- For new hires: six months from the new hire’s date of employment.
- For existing employees: one year from when the OPW takes effect in March 2023; up to 29 February 2024.
From March 2023 to August 2023, MOM will give employers time to adjust and comply with the OPW wage requirements.
Instead of enforcement, MOM will focus on educating employers on the OPW wage requirements. Those who do not comply with the requirements during this transitional period will not have their work pass privileges suspended.
